ALBERTA BASKETBALL OFFICIALS ASSOCIATION

National Officials Certification Program

Preamble

The ABOA endorses the CABO National Officials Certification Program. Therefore by February 1st 2011 all local boards are encouraged to have assessed their current roster of officials and identified the appropriate level for each member. As new members join prior to the start of the 2009 season or in the fall of 2010 they should begin the program with the level 1 course. After February 1, 2011 no officials may be grand fathered into the program.

Officials who are nominated to attend the 2011 ASAA provincials must meet the following requirements:

  • Officials nominated for the 1A and 2A competitions must be at least a level 1 official.
  • Officials nominated for the 3A and 4A competitions must be at least a level 2 official.

Local educators and evaluators are expected to review the specific skill and knowledge outcomes for each level and to be reasonable and judicious when placing officials at the various levels in the program.

Here are the general guidelines for selecting the appropriate level for officials at the various stages certification system.

Level 1

It is recommended that the Level 1 course be taught as an introductory course. To be grandfathered in at the introductory level an official must have met the exam mark criteria on the most recent writing of the ABOA/CABO exam. As well local educators/evaluators should be comfortable that an official being granted a Level 1 designation can execute the basics of 2 person mechanics, demonstrate the appropriate call selection as well as meeting any other expectations as set on in the Level 1 document.

Level 2

It is recommended that the Level 2 course be offered to officials that have achieved Level 1 certification and have a minimum of 1 year of officiating experience. To be grandfathered in at this level an official must have met the exam mark criteria on the most recent writing of the ABOA/CABO exam.

Ideally an official who is being considered for a Level 2 designation will have attended at least one (1) ASAA provincial or will have officiated for enough years that their on floor performances clearly indicate that he/she possesses the requisite skills, court awareness and rule knowledge to meet all Level 2 outcomes

Level 3

It is recommended that the Level 3 course be offered to officials that have achieved Level 2 certification and have a minimum 3 years of officiating experience. Except in rare cases only those officials refereeing games at the ACAC and CIS level will be considered for a Level 3 designation. To be grandfathered in at this level an official must have met the exam mark criteria on the most recent writing of the ABOA/CABO exam.

Local boards should work in conjunction with the ABOA observer(s) in their area to ensure that all officials being considered for a Level 3 designation are in fact capable of meeting the outcomes set out in the Level 3 program. Quite simply being "an ACAC official" does not necessarily equate to being a Level 3 official. Within our province Level 3 officials should be seen as some of our best officials, leaders both on and off the floor and therefore a Level 3 designation should reflect an official's true commitment to officiating.

Level 4

The Level 4 course will be offered to officials that have achieved Level 3 certification and have a minimum 5 years of officiating experience. To be grandfathered in at this level an official must have met the exam mark criteria on the most recent writing of the ABOA/CABO exam.

Local boards will not be making these determinations. The ABOA evaluation chairman in conjunction with the provincial evaluation committee will select Alberta's Level 4 officials.

To be considered for a Level 4 designation:

  • Officials should have been previously been selected to at least two (2) nationals from the U-17, CCAA men or CIS categories.
  • Level 4 officials are Alberta's "elite" officials. They should exemplify the preparation, on court skills, attitudes and leadership qualities that separates them from those at Level 3 and below.
